An Enrolled Agent (EA) is licensed by the U.S. Treasury to represent taxpayers before all administrative levels of the IRS. To qualify for my Enrolled Agent license I was required to pass a two-day test on tax law and pass a background investigation by the US Treasury Department.  I passed the exam on the first try with scores in the 90th percentile. Typically only 19% of applicants pass the test on the first try.
